Andrew Ceresney, the Securities and Exchange Commission’s former director of enforcement, is poised to start working at Debevoise & Plimpton’s New York office in early March. Ceresney worked at the firm before joining the SEC.
RBC Capital Markets named analyst Andrew Bond as head of U.S. market structure in its equities group, according to an internal memo. Bond has worked at RBC since August 2015 as a market structure and exchange analyst, according to his LinkedIn profile. Earlier in his career Bond was an exchange and market structure analyst at Wells Fargo & Co.

Eris Exchange (Eris) today announced that George Harrington has joined the company. He will lead the completion of on-boarding critical support providers for clearing, order management and execution. In doing so, Mr. Harrington will be instrumental in rounding out Eris client offering and making Eris Swap Futures easily available to the worlds largest OTC swap users. Mr. Harrington was formerly head of Bloomberg Global Markets. In that position, he was responsible for the overall strategy and delivery of FIT, FXGO and EMSX. Mr. Harrington also oversaw Bloombergs SEF, MTF, and Japanese ETP regulated trading platforms.
Neptune Networks has poached a fixed income sales specialist Byron Cooper-Foggarty, as the firm moves forward with its US expansion plans. Cooper-Foggarty will head up sales for Neptune Networks – a subsidiary of Neptune – focusing on developing client relationships and engaging with both its buy- and sell-side clients. He joins Neptune from SIX Swiss Exchange, where he worked over the past year as head of fixed income electronic trading sales. Prior to his time at SIX Swiss Exchange, Cooper-Foggarty worked at Thomson Reuters for over 10 years where he was head of fixed income e-commerce, leading its electronic trading solutions business for bonds and derivatives.
Xignite, the provider of cloud-based financial data application programming interface, has expanded its leadership team adding two senior financial services executives, Ryan Burdick, Senior Vice President and Global Head of Sales and Marla Sofer, Senior Director, Strategic Business Development. The company also announced that it has opened an office in the New York financial district to serve Xignite’s East Coast activities and hired market data industry veteran Dina Xu as its first New York-based sales director.
Trading Technologies International announced that Michael Kraines has been appointed Chief Financial Officer. Kraines will be responsible for finance, planning, strategy and business development. Prior to TT, he spent 25 years as an investment banker in the Financial Technology sector. Kraines joined TT from Sandler ONeill + Partners, where as a Managing Director, he led the Financial Technology effort and advised on transactions across every aspect of the market structure sector since 2004. Previously Kraines was a Managing Director in the Financial Institutions group with Wasserstein Perella & Co. since 1992, and prior to that he practiced as a venture capital attorney with Kirkland & Ellis LLP.
Standard Life Investments has strengthened its ESG Investment Team with the appointment of Deborah Gilshan as Governance & Stewardship Director. She is currently on gardening leave and will join in May. Gilshan will play an important role in the implementation of governance and stewardship considerations into the wider mainstream investment process. She comes from RPMI Railpen where she was Head of Sustainable Ownership. She reports to Euan Stirling, Head of Stewardship & ESG Investment.
Citigroup has made a high-profile change in its Asian business by promoting its regional head of futures product to replace the former head of Asian futures Peter Jaeger, who has left the bank after less than 18 months. Ian Nissen, Citigroups former head of futures product for Asia Pacific, was promoted last week to the banks Singapore-based managing director, head of Asia Pacific futures, collateral and clearing.
Cowen Group has added Eric Rose to the firms options and event driven strategies sales and trading team. Rose is a managing director and senior derivatives trader with a focus on risk arbitrage and event driven situations. Rose brings 18 years of options and derivatives trading experience to Cowen. Most recently, he was with Jefferies where he directed equity derivatives trading and risk management for the event/special situations and healthcare sectors. He will report to Kyle Solomon, Cowens head of options and event driven strategies.
RegTech company, AQMetrics, said it hired Ryan Kipp and Cathal Connolly. Kipp joins as Head of Sales, Americas, based in the U.S., and Connolly will serve as Head of Global Regulatory Reporting, based in Ireland. Kipp will lead the firms continued geographic expansion of its sales team and partners throughout the Americas, building on the companys focused growth in the region. Prior to joining AQMetrics, Kipp served as Global Head of Sales at financial technology company, Cachematrix. Prior to Cachematrix, he was the Director of Client Coverage within the Global Corporate & Investment Banking division of Bank of America Merrill Lynch. Connolly brings to his new role over thirteen years of regulatory expertise in senior roles at Citco and most recently State Street, where he served as Global Regulatory Reporting Director.
